Publication of the General Instruction for Foreign Exchange Transactions 2026

The Office des Changes has published the new version of the General Instruction for Foreign Exchange Transactions (IGOC 2026), the provisions of which will enter into force on January 1, 2026.

Developed through extensive consultations with professionals and institutionals and supported by impact assessment, IGOC 2026 provides a clearer and accessible regulatory framework, addressing the needs of economic operators, investors and individuals.

The new Instruction introduces targeted measures to support investment, promote exports, simplify e-commerce and business travel, improve the regime governing service imports and strengthen the hedging instruments.

It also provides measures tailored to the needs of individuals, thereby consolidating a gradual and well-controlled liberalization of foreign exchange regulations while preserving the Kingdom’s external balances.
